They're 8.5 degrees off axis, I held the uprights in the vice on top of the 3d-printed block seen at left of pic.
As a test, I also tightened up a bolt across the inner races of the wheel bearings in one of the wheels, just to check that it would tighten up across the spacer and not bind up, and unfortunately it bound up.
It is possible that I need to put some sort of sleeve inside to make sure the spacer is properly aligned with the bearings, but so far not looking good. Also possible that I may just need to tap the bearings in a bit further.
