Update on yesterday: I knocked the tight spacer back out with an aluminium drift, and then it dropped back in without any hammering. I think knocking it in and out removed enough material from the hub bore that it was no longer an interference fit, great success.

So I turned the other 2 spacers down to a 35mm slip-fit, and all 4 are now glued in place with green Loctite. And I can pass a 25mm shaft all the way through and spin the wheel and it seems to spin true. So, good.
